Introduction
As part of the national drive toward digital transformation and the promotion of good governance practices, Al Dhahirah Governorate adopts a policy of digital community participation as one of the core pillars for achieving effective engagement with the local community and expanding citizen and beneficiary involvement in the government decision-making process. This policy aligns with the objectives of Oman Vision 2040 and is grounded in the principles of transparency, accountability, partnership, and sustainability.
This policy aims to establish a regulatory and practical framework that enables the governorate to leverage digital technologies to encourage citizens to share their opinions and suggestions regarding public policies and services. It also seeks to utilize these contributions to enhance the quality of government services and strengthen trust between the government and the local community.
Objectives
- Enhancing Citizen Participation in Decision-Making: Empower citizens to actively contribute to the development of public policies and government services by providing their opinions and suggestions through effective and open digital channels.
- Supporting the Principles of Transparency and Accountability:** Ensure that the outcomes of community participation are made accessible to the public, and clarify how these contributions have influenced the formulation and adjustment of government policies and programs.
- Developing Digital Participation Channels: Provide an integrated and user-friendly digital environment that includes websites, smart applications, and social media platforms, along with simplified guides on how to participate.
- Building a Sustainable Communication Relationship with the Community: Promote continuous engagement beyond decision-making by providing feedback, measuring the impact of policies, and updating them in alignment with citizens’ needs.
- Enhancing the Efficiency of Government Services: Utilize the outcomes of community participation to design innovative and flexible services that meet expectations and improve the quality of life for citizens in Al Dhahirah Governorate.
